Warrensville City School District Settles Chagrin Highlands Dispute with Beachwood City
School District
Warrensville Heights, Ohio, June 5, 2025—The Warrensville Heights City School District
(WHCSD) announced today it has reached a settlement with Beachwood City School District
ending a legal dispute that began approximately ten years ago related to a property tax-sharing
agreement entered into by both Boards of Education in 1997 that pertains to the Chagrin
Highlands property development.
The settlement avoids further prolonged litigation, which could have taken many more years to
resolve. With this agreement the litigation ends, the permanent tax sharing ends in 2028 and
future generations who attend WHCSD will have the benefit of a financially secure school
district that meets every scholar’s needs.
“This settlement is in the best interest of our district and community and brings closure to a long-
standing legal dispute that has diverted significant time and resources away from our core focus
of academic excellence,” said WHCSD Superintendent Donald J. Jolly. He went on to say, “We
have a lot to be proud of in the Warrensville Heights City School District, from reducing
disparities and improving graduation rates to opening a new state-of-the-art middle and high
school campus to becoming financially strong. We can now move forward with clarity and
financial stability allowing us to focus on what matters most – our students’ success.”
